New Mexico ACA Benefits and Coverage: Your Complete 2026 Guide

Learn about New Mexico ACA benefits and coverage through beWellnm, including income limits for subsidies, state premium assistance, essential health benefits, and step-by-step enrollment instructions.

If you live in New Mexico and need health insurance, the Affordable Care Act (ACA) marketplace provides comprehensive coverage with significant financial assistance. New Mexico stands out nationally because it operates its own state-based marketplace called beWellnm and offers state-funded subsidies on top of federal premium tax credits. For 2026, the state has expanded its Healthcare Affordability Fund to fully offset reductions in federal subsidies, meaning New Mexico residents are protected from premium increases that residents in other states may face.

This guide covers everything you need to know about New Mexico ACA benefits and coverage, from what every plan must include to how much financial help you may qualify for. You can also check your eligibility for multiple programs using our free screening tool, or visit our New Mexico Benefits Overview for a broader look at all available assistance programs in the state.

How the ACA Marketplace Works in New Mexico

New Mexico runs its own state-based health insurance marketplace called beWellnm. The state transitioned from the federal Healthcare.gov platform to its own exchange in the fall of 2021. Today, approximately 75,000 New Mexicans are enrolled in health and dental insurance through beWellnm.

For 2026, four private health insurance carriers offer plans on beWellnm, plus one dental insurer. All plans sold on the marketplace are ACA compliant, meaning they cover the same essential health benefits and cannot deny you coverage based on pre-existing conditions.

One unique feature of beWellnm is that the marketplace processes premium payments directly, rather than having enrollees pay their insurance company. New Mexico is one of only two states that handle payments this way.

Open Enrollment Period

The annual open enrollment period for New Mexico marketplace coverage runs from November 1 through January 15. During this window, you can sign up for a new plan, switch plans, or renew your existing coverage.

Starting in the fall of 2026, open enrollment periods will be shorter due to a federal rule finalized in 2025. State-run exchanges will be required to end open enrollment no later than December 31, with all plans taking effect January 1.

Outside of open enrollment, you may qualify for a Special Enrollment Period (SEP) if you experience a qualifying life event such as:

  • Losing existing health coverage
  • Getting married or divorced
  • Having or adopting a child
  • Moving to a new area with different plan options
  • Turning 26 and aging off a parent's plan
  • Changes in household income

New Mexico also offers an Easy Enrollment Program that allows uninsured residents to start the health insurance enrollment process through their state tax returns.

  • No annual or lifetime coverage limits on essential health benefits

Financial Assistance and Income Limits

New Mexico offers some of the most generous financial assistance in the country for marketplace health insurance. Residents may qualify for both federal and state subsidies, which can dramatically reduce monthly premiums and out-of-pocket costs.

Federal Premium Tax Credits (APTC)

Advance Premium Tax Credits are federal subsidies that lower your monthly health insurance premium. For 2026, these credits are available to households with income between 100% and 400% of the Federal Poverty Level (FPL) who do not have access to affordable employer coverage or government programs like Medicaid.

New Mexico Premium Assistance Program

New Mexico uses its Healthcare Affordability Fund (HCAF) to provide additional state-funded premium subsidies on top of federal tax credits. For 2026, the state expanded this program for the third year in a row to backfill expected reductions in federal subsidies. As a result, more than 50% of beWellnm enrollees pay less than $10 per month for coverage.

New Mexico State Out-of-Pocket Assistance (SOPA)

In addition to premium help, New Mexico offers enhanced cost-sharing reductions through its SOPA program. For 2025, the state expanded eligibility so that applicants with household income up to 400% of FPL could access plans with 90% actuarial value, meaning the plan covers 90% of average healthcare costs.

Income Limits for ACA Subsidies in New Mexico (2025 Federal Poverty Level)

The table below shows the income thresholds that determine eligibility for different types of financial assistance. These figures are based on the 2025 Federal Poverty Level guidelines.

Key income thresholds to understand:

  • Below 138% FPL: You likely qualify for New Mexico Centennial Care (Medicaid) instead of marketplace coverage
  • 100% to 150% FPL: Eligible for the most generous subsidies, often resulting in $0 or near-$0 monthly premiums
  • 150% to 200% FPL: Eligible for strong premium tax credits and enhanced cost-sharing reductions
  • 200% to 400% FPL: Eligible for premium tax credits and New Mexico state premium assistance
  • Above 400% FPL: For 2026, federal subsidies are not available above this threshold, but check beWellnm for potential state assistance

Tribal Member Benefits

Members of federally recognized tribes who qualify for federal Premium Tax Credits may also qualify for $0 coverage options from each of the insurers offering coverage on beWellnm. This is an additional benefit specific to New Mexico's marketplace.

Understanding Plan Levels

ACA marketplace plans in New Mexico are organized into metal tiers that reflect how costs are shared between you and your insurance company:

Plan LevelPlan PaysYou PayBest For
Bronze60%40%Lower premiums, higher out-of-pocket costs; good if you rarely need care
Silver70%30%Moderate premiums and costs; best value with cost-sharing reductions
Gold80%20%Higher premiums but lower costs when you need care
Platinum90%10%Highest premiums but lowest out-of-pocket costs

Important tip: Silver plans are often the best value in New Mexico because cost-sharing reductions (CSRs) only apply to Silver-level plans. With New Mexico's enhanced SOPA program, eligible residents can access Silver plans with 90% actuarial value, which means a Silver plan can provide Platinum-level coverage at a much lower price.

How to Apply for ACA Coverage in New Mexico

Follow these steps to enroll in a health insurance plan through beWellnm:

Step 1: Gather Your Information

Before you start, collect the following for each household member who needs coverage:

  • Social Security numbers (or document numbers for lawfully present immigrants)
  • Dates of birth
  • Employer and income information (pay stubs, W-2 forms, or tax returns)
  • Current health insurance policy numbers (if applicable)
  • Immigration documents (if applicable)

Step 2: Check Your Eligibility

Visit our free eligibility screener to get a quick estimate of what programs you may qualify for, including ACA subsidies, Medicaid, and other assistance programs. This can help you understand your options before you begin the official application.

Step 3: Create a beWellnm Account

Go to bewellnm.com and create an account. You will need a valid email address to get started.

Step 4: Complete the Application

Fill out the marketplace application with your household and income information. The system will determine your eligibility for federal premium tax credits, New Mexico Premium Assistance, and cost-sharing reductions.

Step 5: Compare Plans and Enroll

Browse the available plans in your area. Compare premiums, deductibles, copays, and provider networks. Pay special attention to Silver plans if you qualify for cost-sharing reductions.

Step 6: Pay Your First Premium

After enrolling, you must pay your first monthly premium for your coverage to take effect. beWellnm processes payments directly, so you will pay through the marketplace rather than your insurance company. If you do not pay your first premium on time, you may need to reapply.

Frequently Asked Questions

How much does ACA health insurance cost in New Mexico?

The cost varies based on your age, location, household size, income, and the plan you choose. However, thanks to federal and state subsidies, more than half of beWellnm enrollees pay less than $10 per month for coverage. Many low-income residents qualify for $0 premium plans. Use our free screener to estimate what you might pay.

Can I get health insurance if I missed open enrollment?

You may still be able to enroll through a Special Enrollment Period if you experience a qualifying life event such as losing other coverage, getting married, having a baby, or moving. You can also enroll in Centennial Care (Medicaid) at any time if your income qualifies.

What is the difference between beWellnm and Centennial Care?

beWellnm is New Mexico's health insurance marketplace where you can shop for private ACA plans with premium subsidies. Centennial Care is New Mexico's Medicaid program that provides free or low-cost coverage to residents with income below 138% FPL. When you apply through beWellnm, the system will determine which program you qualify for.

Do I qualify for both federal and state subsidies?

You may qualify for both. New Mexico's Premium Assistance Program and SOPA provide additional financial help on top of federal premium tax credits and cost-sharing reductions. The beWellnm application automatically calculates all subsidies you are eligible for.

What happens if my income changes during the year?

You should report income changes to beWellnm as soon as possible. If your income goes down, you may qualify for more financial assistance. If your income goes up, your subsidy amount may decrease. Reporting changes promptly helps you avoid owing money when you file your taxes.

Are pre-existing conditions covered?

Yes. Under the ACA, all marketplace plans must cover pre-existing conditions. Insurance companies cannot deny you coverage, charge you higher premiums, or exclude coverage for any health condition you had before your plan started.

Can undocumented immigrants get coverage through beWellnm?

To enroll in a marketplace plan and receive subsidies, you must be lawfully present in the United States. However, you can still purchase a plan at full price. Starting in 2026, people ineligible for Medicaid due to immigration status and the five-year bar will no longer qualify for premium tax credits if their income is below 100% FPL.
