How the ACA Works in Oklahoma

Oklahoma uses the federally facilitated Health Insurance Marketplace at Healthcare.gov. This means Oklahoma residents shop for and enroll in ACA plans through the federal website rather than a state-run exchange. The Oklahoma Insurance Department oversees insurance regulations and consumer protections at the state level.

There are two main ways the ACA helps Oklahomans get covered:

  1. Marketplace Plans with Premium Tax Credits for individuals and families earning between 138% and 400% of the Federal Poverty Level (FPL)
  2. SoonerCare (Medicaid) for individuals and families earning up to 138% FPL, thanks to Oklahoma's Medicaid expansion that took effect in July 2021

Oklahoma ACA Income Limits for 2026

Your household income determines whether you qualify for SoonerCare, Marketplace subsidies, or full-price coverage. The table below shows the key income thresholds based on the 2025 Federal Poverty Level guidelines.

Marketplace Premium Tax Credit Income Limits

Household SizeMinimum Income (138% FPL)Maximum Income (400% FPL)
1$20,783/year$60,240/year
2$28,094/year$81,400/year
3$35,406/year$102,560/year
4$42,717/year$124,800/year
5$50,028/year$146,040/year
6$57,340/year$167,280/year

Important note for 2026: The enhanced premium tax credits introduced under the American Rescue Plan and extended by the Inflation Reduction Act expired at the end of 2025. This means the "subsidy cliff" has returned. If your income exceeds 400% FPL, you no longer qualify for any premium tax credits. Additionally, those who do qualify may see higher out-of-pocket premium costs compared to 2025.

SoonerCare (Medicaid) Income Limits

If your income falls below 138% FPL, you likely qualify for SoonerCare rather than a Marketplace plan. SoonerCare provides comprehensive coverage with little to no cost to enrollees.

Household SizeMonthly Income LimitAnnual Income Limit
1$2,975$35,700
2$4,019$48,228
3$5,063$60,756
4$6,110$73,320
5$7,154$85,848
6$8,198$98,376

Children in Oklahoma may qualify for SoonerCare at even higher income levels (up to approximately 200% to 300% FPL depending on age).

What ACA Marketplace Plans Cover in Oklahoma

All ACA Marketplace plans sold in Oklahoma must cover 10 categories of essential health benefits. These include:

  • Ambulatory patient services (outpatient care)
  • Emergency services
  • Hospitalization
  • Maternity and newborn care
  • Mental health and substance use disorder services
  • Prescription drugs
  • Rehabilitative and habilitative services and devices
  • Laboratory services
  • Preventive and wellness services (including chronic disease management)
  • Pediatric services (including dental and vision for children)

Plans are organized into four metal tiers that differ in how costs are shared between you and the insurance company:

Metal TierInsurer PaysYou PayBest For
Bronze60%40%Low premiums, healthy individuals
Silver70%30%Moderate use, best subsidy value
Gold80%20%Regular medical needs
Platinum90%10%Frequent medical care

Silver plan tip: If your income is between 100% and 250% FPL, Silver plans come with extra cost-sharing reductions (CSRs) that lower your deductibles, copays, and out-of-pocket maximums. This makes Silver plans the best overall value for lower-income enrollees.

Premium Tax Credits: How Much Can You Save?

Premium tax credits (also called subsidies) reduce the monthly cost of your Marketplace plan. The amount you receive depends on your income relative to the FPL and the cost of the benchmark Silver plan in your area.

Here is an estimate of what you can expect to pay as a percentage of your income toward your benchmark plan premium in 2026:

Income Level (% FPL)Expected Premium Contribution (% of Income)
100% to 150%2.0% to 4.0%
150% to 200%4.0% to 6.5%
200% to 250%6.5% to 8.5%
250% to 300%8.5% to 9.5%
300% to 400%9.5% to capped amount
Above 400%No subsidy available

For example, a single person earning $30,000 per year (about 200% FPL) might pay roughly 6.5% of their income, or about $163 per month, toward their benchmark Silver plan premium. Any remaining premium cost is covered by the tax credit.

In 2025, approximately 94% of Oklahoma Marketplace enrollees (nearly 300,000 people) received premium tax credits. While the enhanced credits have expired, substantial help is still available for those earning under 400% FPL.
